The Bureau of Labor Statistics (BLS) has released the November 2007
CPI-W Private Transportation Index. Based on this release and the
contractually mandated base increase of 3.0 cents per mile, Equipment
Maintenance Allowance (EMA) for NRLCA employees will increase by 6.0
cents to 57.0 cents per mile.
In accordance with the provisions
of Article 9, Section 2.J.3 of the USPS/NRLCA National Agreement,
effective January 5, 2008 (Pay Period 02-08), the equipment maintenance
allowance (EMA) will increase from 51.0 cents per mile to 57.0 cents
per mile, or a minimum of $22.80 per day, whichever is greater.
Employees providing auxiliary assistance or serving auxiliary routes
under the provisions of Article 9, Section 2.J.5, will receive EMA of
57.0 cents per mile or $6.30 per hour, whichever is greater. The EMA
will not exceed the amount provided in the special EMA chart for route
stops and miles.

The original Eischen award would have only covered approx. 21% of routes. The arbitrator stated that the USPS and the NRLCA could agree on a different remedy if they could come to agreement..
That is exactly what they did...
This new agreement will provide payment to 100% of rural routes...
In his supplemental award, Arbitrator Eischen stated that the parties
remained free to negotiate and agree upon any alternative remedies,
which they find mutually acceptable, in lieu of the remedy directed by
him. As a result, the parties have decided to resolve fully and
completely the above referenced cases (Q95R-4Q-Co2101531 &
Q95R-4Q-C02101267), as well as the cases identified below, with lump
sum payments (with normal deductions) as follows:
Each career (regular and PTF) rural carrier on the rolls as of May 4, 2002 will be paid $300.
Each
non-career (substitute, rural carrier relief, auxiliary rural carrier
and rural carrier associate) bargaining unit rural carrier on the rolls
as of May 4, 2002 will be paid $75.
Each career (regular and PTF) rural carrier on the rolls as of April 19, 2003 will be paid $120.
Each
non-career (substitute, rural carrier relief, auxiliary rural carrier
and rural carrier associate) bargaining unit rural carrier on the rolls
as of April 19, 2003 will be paid $30.
Each career (regular and PTF) rural carrier on the rolls as of April 17, 2004 will be paid $120.
Each
non-career (substitute, rural carrier relief, auxiliary rural carrier
and rural carrier associate) bargaining unit rural carrier on the rolls
as of April 17, 2004 will be paid $30.
Each career (regular and PTF) rural carrier on the rolls as of April 16, 2005 will be paid $120.
Each
non-career (substitute, rural carrier relief, auxiliary rural carrier
and rural carrier associate) bargaining unit rural carrier on the rolls
as of April 16, 2005 will be paid $30.
Each career (regular and PTF) rural carrier on the rolls as of April 15, 2006 will be paid $120.
Each
non-career (substitute, rural carrier relief, auxiliary rural carrier
and rural carrier associate) bargaining unit rural carrier on the rolls
as of April 15, 2006 will be paid $30.
The attached
settlement will cost the Postal Service in excess of 60 million dollars
for payments to bargaining unit rural carriers. All pending
nationally-filed mail count grievances are withdrawn. Rural carriers
should begin seeing the settlement payments in their regular paychecks
in January 2008.
2008 Mail count option election procedures have been released. I am sure that we will all be opted in by the USPS with the change in COA and markup credit....
The NRLCA and the USPS have agreed on a time credit for carrier pickup during a mail count..
This will become effective with the Feb/March 2008 mail count. After a route receives credit during a mail count, the carrier will no longer be paid extra for carrier pickup duties... It will be included in a your evaluation...
Taking into consideration the tentative contract and the arbitrators
award, I have put together a list of the major points of this
