India Post needs to change-there will be very few within and outside the Department of Posts, NOT subscribing to this view. But how to go about this is a great mystery to many of us. Will a simple amendment to The Post Office Act suffice? Or should we take the technical assistance and guidance of UPU and the financial assistance from the World Bank? These are only some of the basic questions ringing in the minds of the well wishers of the India Post.
A think tank, which should have representation from all the strata of the India Post, on the reform process is the first of the steps we should take. A study of the present status of the system should follow.
Reform in general means change/modify the present, to better it and then excell. As the saying goes, change is the only permanent thing in the world. Change is not for the sake of change only. Change or reform in any public domain should benefit all the stake-holders and those who are affected by it.
Postal service administration ia one area where changes are'nt very easy to come: this is particularly true of the developin countries.
